Spring 2006 witnessed a renewed willingness by the Taliban to engage in sizeable set-piece battles and massed attacks against Coalition and Afghan government forces, although NATO was generally viewed to have successfully rebuffed their offensive.

Numerous government officials are former commanders who have yet to sever their links to armed groups, a situation that both erodes the popular legitimacy of the government and stymies attempts to achieve political consensus for initiatives to reduce and control small arms.
